Use-cases:
- We want to enable users to request only for roles in some specific catalogue(s)
- We want to disable helpdesk users, so they can't assign/edit roles from some specific catalogue(s)
The mark "can be requested" is helpful, but doesn't bring as much granularity as needed in some cases.
