Use-cases: * We want to enable users to request only for roles in some specific catalogue(s) * We want to disable helpdesk users, so they can't assign/edit assign roles from some specific catalogue(s) The mark "can be requested" is helpful, but doesn't bring as much granularity as needed in some cases.
