FE: Dashboard - "quick" buttons registration support

Description
"Quick" buttons on the dashboard content is hard coded now. Support the same registration mechanism as for the dashboard component and implement buttons:
- disable identity manually
- enable identity manually
- Target version deleted (
Opal (9.4.0))
- Target version set to Quartz (9.6.0)
Please Radek if is possible made this feature in 9.6.0, pleaseeeeessssssssssssssssssssss do it for me. Thank you.

This is awesome feature. Permissions and button works. We are allowed register projspec buttons now!
Documentation with described whole process create new button is also awesome.
