Entity event queue - add base permissions

Description
Entity event agenda is secured under 'APP_ADMIN' permission.
Add new 'ENTITY_EVENT' group permission with base permissions:
- 'ENTITY_EVENT_READ' - read all events in queue
- 'ENTITY_EVENT_DELETE' - delete operations from queue (fix clearing running events cache together with this - operation will could be used frequently now).
- 'ENTITY_EVENT_ADMIN' - wildcard
- Has duplicate Task #1749: Add a permission to read a provisioning queue to "read-only all" added
- Target version set to 11.1.0
- Related to Feature #2696: HA - move scheduled tasks and events to the current instance added
- Status changed from New to In Progress
- Status changed from In Progress to Needs feedback
- Assignee changed from Radek Tomiška to Ondrej Husník
- % Done changed from 0 to 90
- Status changed from Needs feedback to Resolved
- Assignee changed from Ondrej Husník to Radek Tomiška
- % Done changed from 90 to 100
The new permissions seems to be working well for both entity events and states.
