Viewing Organizations requires the Administration permission for Tree nodes

Description

I want to create a "Read-only administrator" role which enables viewing users and organizations.
When I set "Read" and "View in select box" permission for Users, Structure types, and Tree nodes, it's not enough to view the tab "Organizations" -> I get immediately "Insufficient access rights".
I must add "Administration (all)" for Tree nodes and then it suddenly works.
Please check this behaviour, because the tab Settings -> Tree structures -> Structure elements works correctly without this permission.

Tested on 7.5.3, 7.7.0.
