Velocity - turn off macros caching

Description
When is defined some Velocity macro (in template) and body of this macro is changed, then none changes will affect. This is because macros are cached.

Fixed, gold property is "RuntimeConstants.VM_PERM_ALLOW_INLINE_REPLACE_GLOBAL, true);"
