Force removal of eav attribute definition

Description
Currently, if you want to delete definition of eav attribute, no instance of the attribute can exist. This can be problematic in some situations. You can mostly see that on boolean attributes, there is no possibility to remove the value from GUI. Even if it was possible, image administrator going through all entities and removing the attribute by hand.
Make an option to force removal of eav attr definition, which will also remove all instances of that attribute.
