Workflow for change pemission

Description
We change method how change permissons works. Now all changes goes via Role request agenda.
- We need create new workflow definition works with Role request.
- Implement split and join subprocess (by required roles).
- Implement approving by Helpdesk user, Manger, User admin, IT.
- Approval workflow on role will be defined in application configuration. Will be selected by role priority.

Crated no approve workflow for add/change/remove.

- Problem with no commit suprocess (without usertask) ... yet not resolved

- Create new approve workflow for Approve by role authorizer, Approve by role authorizer and security.
- Fixed wrong current activity show in role request table.
- Show approve processes for role on User profile.
Added 4 tests for change identity permissions (ChangeIdentityPermissionTest).
- Approval WF for assign role is now define in application configuration by role priority.
- Role for department approval (security, usermanager, helpdesk) are now define in configuration too.
- Created test for set WF by role priority.
- Resolve some issues in sonar.
- Status changed from In Progress to Needs feedback

I did big review:
for every mistake that I found, I created a new task: #361 and #362
I did not found any documentaion about checkbox 'Approve remove role' TODO
Problem with reject in approve by security was fixed.

This task is so huge. Everything, what i tested works perfectly. Thank you for explain some process. Documentation for checkbox 'Approve remove role' still missing.
