BE should be implemented, but most REST tests are failing for new controller, I need to look at it.

Implemented the rest of BE (event types and processors)
REST tests for this new feature are passing.

Next I will probably write some more integration test.

Evaluators are implemented to.
Added tests.

I have only very minor notes, see the PR, please.

PR is updated.
I also added flyway script.
I tested the flyway and then run some HTTP request to API directly to test it, because there is no GUI for this feature for now.
