Description
Create empty module, where BE and FE will be implemented

I created the repo https://git.bcvsolutions.eu/modules/technical-accounts.
The develop now contains the module generated by the archetype (1.3.4) with added idm-acc dependency and copying fe-sources (which the archetype doesn't do automatically, see #2803).
The parent is set to IdM 12.3.0-SNAPSHOT. I had to change it to 12.2.0 locally to test building because I don't yet have 12.3.0-SNAPSHOT locally.
