Login as other user sometimes fail

Description
If you login and try to login as someone else everything is working.
If you login do something in IdM, for example go to settings - modules and then try to login as someone else then it's not working.
In appliance after redirect you will be again on your dashboard - so login as someone else is not working but at least you are still in IdM
In standalone IdM deployment you are stuck on login page with spinning loading and the only fix is to go to /logout URL and log in again

Note for standalone deployment: in Chrome, I'm stuck on login page with spinning loading. In Firefox, I get to the login page and I can login again.

Note: Tested on 12.1.3, same issue. However, the version 12.1.1 isn't affected.
