Description

I created a new set "E3", assigned all available items from the set to users. Then I created requests for several other users via bulk action.
Then I added 10 new items to the "E3" set. For one of the users who were waiting for free item 2 items from the "E3" set were assigned. The assignment was done via a business role with subrole wich assigns the "E3" set.

I was able to replicate the issue. The main reason for this was that two processors which were both assigning property were sometimes called both.
