Add Notification templates agenda for sending localized messages from BE. Sending localized result models (through websockets) is implemented now (localiyation is resolved on FE). We need to send notification with some template to fulfill option, when one notification is sent through different senders (e.g. websocket + email - only websocket is localized now).
