When recipient of a notification is set in Topic only, notification is not sent.

Description

UC which occurred at a customer is as follows:
Customer uses virtual system and has set a recipient of a new request via vsRequestCreated Notification Topic. Customer doesn't use any particular identity as an implementer. Implementer is set by role and this role is not assigned to any identity. When a VS request is created, notification is not sent even though recipient is set in Notification Topic. This is very confusing for customers.
Current workaround is to add any identity as implementer. Either directly or by role.
Could we improve this behavior, please?

It seems like the right behavior for me. You do not have implementers, so no notifications can be sent. What behavior does the customer expect?

Customer expects that although implementer is not specified, a recipient is still defined in the notification Topic, where can be set particular email addresses. Customer perceive both ways of setting recipients as equivalent. Especially when Redirection is checked. Please see attached picture.
