Notification: add entity for attachments

Description
Notification attachment is supported, but is not logged / persisted into database:
- add NotificationAttachment entity / dto / service / rest
- add attachment table to notification detail
- update report test in #2074 to check attachments are included
- Status changed from New to In Progress
- Status changed from In Progress to Needs feedback
- Assignee changed from Radek Tomiška to Vít Švanda
- % Done changed from 0 to 90
- Status changed from Needs feedback to In Progress
- Assignee changed from Vít Švanda to Radek Tomiška
I did reivew and test. Nice feature thanks for that. I found one problem. If one notification log is deleted then all notification attachments are deleted.
