PasswordChange - fix design of strength and validation

Description
- When component did mount is passwordFiled validate
- Password strength is showing on mount, when password not filled.
- Status changed from In Progress to Needs feedback
- Assignee changed from Ondřej Kopr to Radek Tomiška
- % Done changed from 0 to 90
- override validation still return false - First call,
- initial score is now 0, with check to null and empty string value,
- add setValue, to PasswordField
- add new config property to application - idm.pub.core.identity.passwordChange, which is propagate to frontend appliacation, values (DISABLED, ALL_ONLY, CUSTOM)
- Category set to Frontend
- Status changed from Needs feedback to Closed
- Assignee changed from Radek Tomiška to Ondřej Kopr
- Target version set to Beryl
- % Done changed from 90 to 100
