Make "Description" field in role requests hideable

Description
In role request there is a "Description" field. On my project I only use approval by role criticality, other approval rounds in the process are deactivated. In this case when the user writes anything to the "Description" field and clicks "Submit a request", there is nothing to approve - no changes in roles were made. The request is approved but technically nothing happens. This is confusing for the user.
I'd love to have a configuration option to hide this field in all role requests in IDM.

New property was added: idm.pub.app.show.roleRequest.description=true
If is true, then role-request description will be show on the detail. Description will hidden if this property will be false and role request
doesn't contains any value in description (can be filled during the approval process).
