I have system and IdM din't execute provisioning yet so for merge attributes there are no controlled values yet.
Validate what will happen in this case. Because there is chance that report for this attribute will be bad. Even if some user will have this value in IdM but not in end system the report will ignore it.
It would be nice to fix this issue or figure out some workaround.
