Add level property for bulk actions

Description
Add configurable level into bulk action definition (same as operation result or notification level).
This level will be used for button level in bulk action confirm dialog.
- Related to Task #1981: Separate Remove from other menu items in identity bulk actions added
- Status changed from New to In Progress
- Status changed from In Progress to Needs feedback

I did review and test. Buttons are colored by a level now, thanks for that.
