Default value is used for empty attribute in report detail

Description
Report Identities and their roles set default value into report configuration even we choose nothing.
This issues has only impact for search previous reports configuration, because configuration doesn't match the what we see.

Default form attribute value was shown for already created report - i removed default value usage on report detail.
