HR processes are not started by synchronization, if they aren't started manually first.

Versions 9.7. and older
Situation:- fresh installation of CzechIdM
- connect a system for synchronization of contracts of contract slices
- check "After end, start the HR processes" and run the synchronization
HrEndContractProcess and HrContractExclusionProcess are not started, only HrEnableContractProcess runs.
This situation can be resolved only when you run HrEndContractProcess and HrContractExclusionProcess manually. Then following synchronization starts the HR processes correctly.

It's written here: https://wiki.czechidm.com/tutorial/adm/czechidm_installation_finalize#schedule_the_tasks, but it's easy to forget and not administrator-friendly.

- Priority changed from Normal to Low
Partially improved in #812, when all HR processes (tasks) are scheduled by default. But the requirement to run task at least one time before synchronization still remains.
