On current master - version 9.7.2 with recertifications module (if it eaven matters) - when I create a new virtual system via wizard I get an error "Cannot read property 'disabledProvisioning' of null" and the basic info form is empty. After reloading the page it is correctly filled. The system is created so it seems like a GUI error.

It's related to newly added 'disabledProvisioning' filed (#1655), as FE exception says. I fixed usage of this field, after VS is created.
