Provisioning table - rewrite FE bulk action to BE

Description
Implement backend bulk actions for the provisioning queue table:
- Retry operations
- Cancel operations
- Delete all operations - remove required validation for system (=> all operations for all system will be deleted)
=> can be selected and retry all operations (e.g. when system was read only, then all operations can be executed without pagination)
- Related to Task #277: Show warning, when system is activated and some provisioning operations are in queue added
- Related to Task #1249: Retry provisioning operations for no-more-read-only system added
- Related to Task #1569: Redesign provisioning operation page added
