They could use a filter to look up a specific role quickly.

Partly I am blind I am afraid :-(, and partly it is due to inconsistency.
On entering 2/3 of agendas of IdM (i.e. in most cases), filter IS shown automatically. For some agendas this is not the case, so I suggest that we set the same rule for all agendas with a filter.

Yes, is designed this way, when filter is not used in almost all cases, then the filter is collapsed by default. When filter is used a lot (e.g. on identities), then is expanded by default. This is a basic UX feature :)
Actions
