Please create new feature that allow evaluate permissions for non logged user.

Use case:
In self registration is possible defined code list, but code lists has some permissions and now isn't possible work with this agenda without permission.

Workaround:
create new controller, new FE manager and service and request data via this new rest endpoint.

This ticket hasn't big prio, because only registration module requests data without logged user.
