Frontend modularity on Windows

Description
We want developing ours devstack on Windows. Is it possible after was added modularity on frontend?
- Status changed from New to In Progress
- % Done changed from 0 to 90
I tested frontend on Windows.
- It is possible developing on Windows, but user have to change some steps in install manual. Generally is needed use Windows equivalent for create symlink (mklink /D).
- Is important have to installed npm with version greater than 3.1 (peerDependency problem)
- I added notes to install manual.
- Status changed from In Progress to Closed
