Fix showloading in component RoleRequest + disable modal window with confirm start request.

How to simulate problem:
Go to some user -> Roles -> (hard refresh shift + f5) -> optional set some throttling -> add new role (Manage authorizations) -> left upper corner has bad show loading see picture

After big debug and try move some components was schodloading fixed. Tables role concept and role concept changes was moved outside abstract form.

Problem continues, because concept table now does not have showloading never. I modified request detail for "hard" loading ... it means now is hidden whole detail during showloading.
