This task is exactly same as #599, only for relation AccRoleCatalogueAccount.
Beware, documentation should be in 7.4. ... now named as devel (https://wiki.czechidm.com/devel/dev/start).

Backend, frontend implementation. On frontend added tab panel in role catalogue detaild, still need some fixes like default tab on open. Backend not tested.

I did test and review, it works and code looks nice, thx!
I added new evaluator to documentation https://wiki.czechidm.com/devel/dev/security/authorization#rolecatalogueaccountbyrolecatalogueevaluator and fixed panels, css on new contents, selected navigation etc.

I merged it into develop.
