Description

When I save Notifications -> Configuration (for example the default acc:provisioning) without any type, an exception is thrown "Topic [acc:provisioning] and null level exists!"

I fixed this behavior + changed some api methods, please Radek could you make a review? Thank you, after close this task i will merge this branch with develop and send some information to all colleague.
