Instructions in frontend README.md now discribe how developing inner module (acc, example). We need defined/develop instructions how develop external module (reg, bplan....).

Problem, how develop the external frontend module, can be solved with using the simlink from the external module on the main node_module folder (in product).
I described the instructions for it in the README.md (https://github.com/bcvsolutions/CzechIdMng/blob/develop/Realization/frontend/README.md).

Ondra, you are the best developer of the external frontend modules, could you please do review and test for this?
