When using DefaultTechnicalAccountService.findAllManagers for search account guarantees for role approval process user have to have permissions, otherwise method return empty list.
With permissions (tested with superAdminRole) method return data.
DefaultTechnicalAccountService.findAllManagers is called from DefaultIdmRoleRequestService.getGuarantorsForApplicant
