Users that has a role assigned to an account not a contract are not shown in role detail's Users tab

Description
When I open detail of a role on Users tab there are only users who has this role assigned to a contract. Users that hes this role assigned to a specific account are missing. I would expect all users with this role to be listed here or some other way to see that this role i assigned to a user or an account.
