Roles are handled separately.
- implement FE buttons for state management in campaign detail
- implement FE buttons for state management in request detail
- prevent campaign updates for campaigns not in the NEW state
- prevent the removal of roles used in campaigns
- prevent update and removal of notification templates used in campaigns that are not in the NEW state
- prevent creating a new request for campaigns that are not IN_PROGRESS
