When crt module is installed and IdM is being started for the first time, all notifications are configured as active by default. This has been de facto standard with all modules until now, but this behavior may cause some unwanted notifications to be sent if the admin specifically does not disable them.

This ticket suggests changing this behavior and initializing these notifications as disabled. When the admin wants these to be sent, they would need to enable it manually.
