Create default validation password policy with Minimum length requirement.

Tested on 10.7.0 (in appliance)
The default validation password policy doesn't specify many requirements, e.g. the minimal length of the password.
Only Maximum number of unsuccessful login attempts and Login blocking time are specified.
It would be nice to initialize the default validation policy with Minimum length = 12.

Product provided password validation policy has minimum 8 char length configured => it fits to product provided password generation policy.
