Role request filter by "State on systems" not filled

Description

On Audit -> Requests for roles there is select box "States in system" that allows user to filter requests by "State on systems" column. Some requests has no value in this column. I'd like to filter those requests, but in the select box there is no "not filled" option.
Please add this option to the filter.

Also it would be nice if the labels State on systems and States in systems matched.
