Create developer account on https://developer.microsoft.com/en-us/microsoft-365/dev-program
You need to create normal Microsoft account with some email and password
Then you can continue with the registration and fill Region and Company name.
If there is other steps I can't tell now.

Created o365 dev account as per writeup in our wiki.
Organizational admin "bcvsolutions" available to sysadmins. Must not be used for any testing.
Admin user "idm" created for idm testing.
24 free licenses.
