Send password to certificate to user

Description
When admin (or somebody) create new certificate in module. Admin must set the password to certificate. Please add option for generate password and send the password to user.
Password will be sent only when is certificate is created by different user that certificate own.
Complete feature request:- create new configuration property - this property allow generating password for another users,
- disable password fields on request modal if previous configuration property is enabled,
- generate password by (default password policy) for newly created password,
- send (always) password for certificate to users.

I implement two new attributes for certification authority and new notification.
Tests are included.

We found a little UX problems. Fixed during review.
Documentation is not completed for now.
