Support bulk action without item selection => bulk action will be available for a agenda e.g. for import new items.

It's implemented. I've updated action 'IdentitySaveBulkAction' to support 'resaving' all identities => can be executed without entities are specified (if it's bad idea, can be removed after testing this feature).

I made review. Combination showWithoutSelection and showWithSelection was great idea. It is working correctly.
