In this mode only superAdmin user can login
- Add setting for enable single user mod.
- Modify authentication ... add check if is single user mode enabled then only superAdmin can be authenticated.
- Allow modify/add/remove IdmIdentityRole REST api only if is single user mod enabled (will be used only for date migration ... init load).
