Adding role privileges requires two independent save events on FE

Description
While trying to add privileges to role, it is required to add both agenda (privilege type) and specify the privilege. However when I choose any agenda, privilege combobox stays disable and it is not possible to choose anything.
Ugly workaround is to choose the agenda -> save -> edit agenda -> add privileges.

It was broken after adding parameter 'supportsPermissions' to evaluator. It's fixed.
