I've implemented sync scheduling and added run as long running task.
I've added doc: https://proj.bcvsolutions.eu/ngidm/doku.php?id=navrh:synchronization#naplanovana_uloha

Could you make a review and test, please?

PS.: sync config uuid is needed for scheduled task now (we don't have any other option now). I've added some basic validations (is uuid, config exists ...), but select box with synchronization configs will be nicer in some [distant] future :)
