Obsolete old versions of browsers, databases, etc. for IdM 11.0

Description
Since CzechIdM 11.0.0, PostgreSQL 9.6 and 10.x are not oficially supported anymore. (Although it still works.)
Since CzechIdM 11.0.0, Apache Tomcat 8.0 and 8.5 are not oficially supported anymore. (Although it still works.) We are dropping Tomcat 8.5 too, because they share the same codebase with 8.0. Technology upgrade.
Since CzechIdM 11.0.0, WildFly is no longer oficially supported.
Since CzechIdM 11.0.0, MS Internet Explorer 11 is no longer oficially supported.
We need to update changelog/release notes, howtos and compatibility guide.

I added a mention of supported PostgreSQL 13.x versions.
Although oficially dropped, the PostgreSQL9.6/10 and Tomcat 8.5 should still work with CzechIdM 11.0.0 - but deployment testing is needed in that case.

There are separate tickets to update howtos (#2648) - this is covered.
Containers already use pg12 / tomcat9 combo - nothing to do here.
