Wizards for PostgreSql, MsSql, Mysql implemented. Wizards are visible only if the driver for database is installed. Tests were implemented, but is use only if IdM use a driver. It means none test is runnig for H2 database.

All was commited to the develop within #2528.

The password is no longer mandatory for reopened JDBC systems.
