Allow user to set encoding for ImportRolesFromCSVExecutor and ImportAutomaticRoleAttributesFromCSVExecutor

Description
The goal of this ticket is to enable user to specify charset for these two LRT tasks.

- Status changed from New to In Progress
- % Done changed from 100 to 70

It looks good.
Maybe add some example value to documentation. And it will be nice update the screenshots and params in docs to.
As a future improvement add some enumeration with selectbox for selecting encoding. Now you need to fill the value into text field which can cause some errors and time until you find the right value.
