Description

Add new base permissions for identity and secure FE + BE:
- change username
- change name (firstName, lastName, titles)
- change phone
- change email
- change personal number
- change description

Change identity attributes is secured from now. New permissions have to be configured together with ''UPDATE'' permission to enable changing identity basic attributes.

I did test and review. Works nice. Thanks for that.

During testing I found problem with save identity in situation when doesn't have permission for the projection.

I fixed this here: https://github.com/bcvsolutions/CzechIdMng/commit/9f5e13c4fedfff846e9aff7eb552d7687d312c30
