I have this password policy, my use case was: "Generate random passwords which have one special character, so we can fulfill AD password policy and my users can find it on the keyboard".
It generates only passwords "&&&&&&&&".

Problem in this task was caused by the fact that in some cases there was not properly set the character base from which the password is created. It might have occurred with other character bases too. Not only with special characters.
