Value missing in code list is not shown (empty select box)

Description
When record has value, which is not defined as code list item, then value is not shown in select box value (~ code list has to be decorator only).

I did review and test. If code list definition missing for a value, then pure value is show in selectbox now. Thanks for this fix.
