- when one of the owners request for the role, the approval is not skipped
- the approval task is created for 100 of the owners

Here was idea, that more than 100 approvers / guarantees is no good pattern. I checked other places in workflows where are loaded candidates via some role (approvers for helpdesk ...), but there aren't same restriction. So I incresesed the limit for gurantees from 100 to 10 000 (I really don't want set bigger limit).
