Description

We need:

- Add state "provisioned" (if was everything send to connectors).
- Add state "realized" (if was realized on the system ... for VS system).
- Add state "partly" (if some errors occured/ blocked in break???).

- Send notifications to applicant and implementer on change the state to "realized".

Just one issue: pls check removal of role concept, when request is already executed.

I fixed this. Delete action is available only if request is in the concept state and role is not automatic or business.
